This visa is given for the period up to 4 months only for a single entry.

The decision of a local office of the MVD of Russia comes directly to the Russian Consulate from the local MVD office or can be provided by the applicant personally. The decision also specifies the address of the local MVD office where the foreign citizen needs to apply after entering Russia.

In order to get the decision of the MVD of Russia, the applicant has to strictly follow the requirements published on the web-site of the General Administration for Migration Issues of the Ministry of Interior of the Russian Federation.

List of required documents

1. A written decision (original) of the MVD of Russia;

2. Travel passport (original). The passport must contain at least 2 blank visa pages and must be valid 6 months after the last day of the required visa validity;

3. However, the formal procedure for obtaining a temporary residence permit does not, in fact, involve the acquisition of real estate. Normally, a foreigner who wants to move to Russia would first stay in Russia for a period of time with just a migration card. After that, they would apply for a temporary residence permit, then move on to a permanent residence permit, and only after that apply for Russian citizenship. All these stages are regulated by the Ministry of Internal Affairs’ migration departments.

Prolonging a Permanent Residence Permit

For a long time, Russian residence permits were issued for a period of five years. Those who had acquired such a permit could prolong it for a further five years when it expired. The number of such prolongations was unlimited. Now, newly issued residence permits are valid indefinitely, but if an expat is in possession of a 5-year permit, to avoid the need for prolongation they should exchange it for the new form of the permit.

How Can an American Expat in Russia Obtain a Residence Permit?

The list of documents required for a residence permit application for citizens of the USA and UK is as follows:

1. Identity card (and/or passport);
2. Full-face photos, without headwear;
3. Medical certificates;
4. Proof of income/employment;
5. Accommodation papers;
6. Receipt proving the payment of the application fee;
7. Other documents, which may be requested by the inspector, such as: a tax declaration, a copy of the contract for the purchase and sale of real estate, etc.

Besides new rights, a residence permit comes with certain liabilities. During the term that a residence permit is valid, the American expat who has received it must: inform the authorities every time his/her actual place of stay or residence changes, avoid spending over six months outside the Russian Federation (otherwise, the residence permit may become void), and support him/herself and his/her family (does not apply to incapacitated persons).

Sometimes, foreign nationals are refused a residence permit. But in many such situations, something can be done about it. The main thing here is to correct the consequences of wrong actions within a set time frame.

The most common reason for a refusal is an error in the required documents. Some foreigners make mistakes when filling out the application form itself, or do not submit the full set of documents. In such a case, a refusal can be very upsetting, as all of one’s plans would fall apart due to just a small mistake or a common misunderstanding. And so, if you are not completely sure you will be able to avoid all the pitfalls and master all the nuances of the procedure for obtaining a residence permit, you should consider engaging a competent consultant’s services in advance.

In some other cases, the issue is that a foreign national does not possess all of the relevant information. For example, he/she does not fit the category of persons who can apply for a residence permit, but does not even know it. How to Apply for a Temporary Residence Permit in Russia?

In Russia, a temporary residence permit can be obtained within a quota or out of one.

Russia’s various regions distribute quotas taking into account the local need for qualified professionals in particular fields. If a foreign national’s education and proven experience interests the Federal Migration Service, he/she will get the chance to receive a quota approval. The number of quota approvals is limited, and they are distributed among applicants once per year.

Here is a list of cases when a temporary residence permit can be obtained by a foreign national without a quota approval:

• He/she has entered into a marriage with a citizen of Russia;
• He/she was born on the territory of Russia;
• He/she is an American citizen and is the legal guardian of a relative in Russia who is incapacitated;
• He/she is an American citizen and has a minor child who is a citizen of Russia.

To receive a temporary residence permit in Russia, an adult citizen of the US is required to submit the following set of documents:

• 2 filled out application forms;
• 4 photos (3 х 4 cm);
• A certificate proving the absence of a criminal record, issued in the US;
• A medical certificate proving the absence of drug addictions and a number of contagious diseases: HIV, certain venereal conditions and tuberculosis;
• A certificate proving fluency in the Russian language, and knowledge of Russian history and fundamental laws (not required for foreigners older than 65 years of age);
• A marriage certificate and the spouse’s Russian passport (for those who are applying for a temporary residence permit on the grounds of marriage).

These documents are submitted to the local office of the Migration Center. A fingerprinting procedure is undergone simultaneously, and the applicant’s fingerprints are entered into the nationwide database.

After this, the wait begins. The applicant can check whether their application has been reviewed and their permit is ready for collection on the official website of the Ministry of Internal Affairs of the Russian Federation.

How an American Expat Can Become a Citizen of Russia?

Each year, no less than 500 000 people receive a Russian citizenship.

The procedure for obtaining a citizenship of the Russian Federation for a national of the USA is considered to be somewhat complex if the American national does not have close relatives who are themselves Russian citizens and is not fluent in the Russian language. If this is the case, then, most likely, he/she will need to apply for a Russian passport on general grounds. This means that he/she would need to have resided in Russia for a period of at least five years. During this time, if he/she chooses to leave the country, the total time he/she spends outside of Russia must not exceed 3 months per year. Otherwise, he/she will lose his/her residency status, and will have to start his/her journey towards a Russian citizenship from the beginning. An exception to this rule is made for people who are known for their outstanding cultural, scientific or sports achievements. Such persons are allowed to only stay in the country for 1 year instead of 5 before receiving their Russian passport.

Attention! A Russian citizen can obtain citizenship of the US without losing their Russian citizenship. But a citizen of the US will need to renounce his/her US citizenship to receive a Russian passport.

How Does One’s Residency Status Affect the Need to Pay Taxes in Russia?

Here is a list of persons who, according to Russia’s law, have tax residency status in the country:

• Citizens of Russia (i.e., those in possession of a civil passport), unless they have been residing abroad for over 365 days;
• Citizens of Russia who have received a permanent residence permit in another country;
• Citizens of Russia who are staying in another country on the grounds of a study or work visa;
• Foreigners who have received a Russian residence permit;
• Officially registered legal entities;
• Employees of consulates and diplomatic institutions located in other countries;
• Municipal bodies and their constituent entities.

Non-residents are those individuals/legal entities who have no permanent place of residence (i.e. are not permanent residents) in Russia. Persons who stay in the country for less than 183 days in the duration of 1 year are considered to be non-residents.

Individuals and legal entities who are recognized as tax residents enjoy a tax rate of 13% and 20% respectively. Non-residents pay their tax at the rate of 30%. For some categories of non-resident individuals, the tax rate may be reduced:

I have kind of a complicated situation here. I am an American citizen, and I worked in Russia as an English teacher on a work visa earlier this year. When my contract expired though, so did my visa, and I had to return to the United States. I have been doing a lot of research, and I want to get the разрешенное на временное проживании (РВП), because with the temporary residency, I can leave and enter the country as often as I want, find a new job without having to form a new visa, and so forth. In general, I would be able to stay in the country even if my contract expires again or I want to get a new job. So with regards to getting the permit, most people tell me that I have to get it at the migration office in Moscow (where I plan on living). However, I read here on the MVD site, “Для получения разрешения на временное проживание иностранный гражданин подает в подразделение по вопросам миграции по месту предполагаемого проживания либо в дипломатическое представительство или консульское учреждение Российской Федерации в государстве своего проживания…” If I am not mistaken, it says that I can form the Russian temporary residence permit at a Russian consulate in the U.S. (my country of residency). My main question is, do you think it is possible to set up a temporary residence permit while I am still in the U.S.? The main reason why I am asking is because it would be a lot easier to just set up my temporary residence permit before I go to Russia than having to set up a seperate visa just to get into Russia, then have to go through the process of getting my temporary residence permit after I get there. Any insight would be greatly appreciated, thank you.

Which relatives can join residents in Russia

Russian family reunion is generally restricted to spouses and dependent relatives (children and in some cases parents/grandparents). Those who are in Russia temporarily to work, study, carry out business or on a humanitarian visa can be joined or accompanied by spouses or dependent relatives using an Accompanying Family Member visa. This will have to be done via invitation from the individual/organisation that provided the invite to the family member in Russia (e.g., employer, university) and agreed by the Russian General Directorate of Migratory Affairs (GUVM). Those who are entering Russia on a highly-skilled migrant visa can be joined or accompanied by spouses, children, and parents without an invitation needed.

Those who have been granted refugee status in Russia can also be joined by family members under Russian family reunification laws.

Relatives of any kind can apply for a Russian Private Visa to join family members in Russia and stay for up to 90 days. The GUVM decides on this.

Joining relatives in Russia with a temporary residence permit

It is possible to accompany or join relatives in Russia on a temporary residence permit. This is by invitation only, however, and is at the discretion of the GUVM.

Foreign residents who are living in Russia temporarily on the following visas can apply to be joined or accompanied by spouses or dependent relatives:

• Business Visa
• Humanitarian Visa
• Work Visa
• Study Visa

If you get a Russian family reunion visa by the GUVM to visit someone with temporary residence, it cannot exceed the length of time that the family member you are visiting is staying in the country. You cannot work or study in Russia, however.

Foreign nationals with temporary residence status in Russia can also invite family members of any kind to visit them on a Russian Private Visa. These are valid for 90 days although for US citizens visiting diplomats based in Russia they can be valid for three years.

Joining relatives in Russia with permanent residence or citizenship

Foreign nationals can apply for permanent residence in Russia after one year; they subsequently become eligible for Russian citizenship after five years of permanent residence.

Foreign residents with permanent residency in Russia don’t get any specific rights relating to family reunion, unless they have a Highly Skilled Migrant visa. Spouses and dependent relatives can also apply to join family in Russia on an Accompanying Family Member visa. Relatives can apply for a Russian Private Visa, but these are short-term visas (up to 90 days); it is up to GUVM to grant a temporary residence permit or the right to work. Family members can also apply for permanent residence after one year.

Those in Russia on a Highly Skilled Migrant visa receive a 3-year permanent residence permit upon arrival in Russia and can also have their spouses, children, and parents join them.

If you have Russian citizenship, your spouse and children can join you through the Russian Family Members visa. This is valid for three months. Those wanting to stay long-term can apply for temporary residence and then have a stronger case for Russian citizenship.

Those with family members or spouses who are Russian citizens get priority for residence permits. The following are eligible for full citizenship without waiting for the full naturalization process of five years:

• those with at least one parent who is a Russian citizen
• those who have been married to a Russian citizen for at least three years
• those with disabilities who have a capable child who is a Russian citizen
• children or disabled individuals with a legal guardian who is a Russian citizen

How to apply to join a relative or partner in Russia

To apply under Russian family reunion in order to accompany or join a family member in Russia, you will need to contact the Russian embassy or consulate in your home country.

The exact documents required will depend on where you are traveling from but will include:

• completed application form
• passport
• 1 passport-sized photo
• proof of relationship to the family member you are joining
• letter of invitation from GUVM
• receipts for payment of fee
• medical certificate to prove that you are clear of HIV (AIDS)

If you are entering Russia on a Private Visa, you must provide the letter of invitation from the family member. If entering on a Family Member of Russian Citizen visa, the relative who is a Russian citizen will need to sign the visa request form.

All foreign visitors to Russia must register their stay at the local GUVM branch within seven days of arrival. This is often done by the organization or individual inviting the visitor, however; it’s worth checking to ensure this is done. Failure to register with the GUVM can result in a fine and in some cases expulsion from Russia.

Relatives working or studying in Russia

Unless you are joining family in Russia who have entered on a Highly Skilled Migrant visa or are eligible to apply for Russian citizenship through being related to a Russian citizen as detailed above, you will have to apply to the GUVM for a permit to study or work. Russian work and study permits are not easy to obtain, are usually conditional on job or study placement offers and are often restricted by quotas. If you arrive on a Russian Private Visa or are joining a family member who has a temporary residence permit, you cannot get a Russian work or study permit.
